The Active Shooter project is an immersive simulation designed to train law enforcement personnel and other security forces in responding to terrorist attacks. This case study focuses on a specific simulation scenario: a terrorist attack at the Louvre Abu Dhabi. The simulation uses advanced VR technology to create a realistic and engaging training environment. 


Objectives of Active Shooter


The primary objectives of the Active Shooter project are:


1. Enhance Preparedness: Improve the readiness of law enforcement personnel in responding to active shooter situations.


2. Realistic Training: Provide a realistic training environment that mimics real-life scenarios to improve decision-making and tactical skills.


3. Assessment and Feedback: Allow for the assessment of performance and provide constructive feedback to participants.

Simulation Design of Active Shooter


The simulation is structured around a detailed storyboard, depicting various stages of the active shooter scenario. The site location is the Louvre Abu Dhabi, chosen for its iconic status and complex layout. The simulation involves five key landing locations where different aspects of the scenario unfold.


Landing Locations and Game Play Stages


1. Landing Locations: There are five landing locations, each representing different entry points and strategic areas within the Louvre Abu Dhabi. These locations are critical for setting up the scenario and determining the tactical approach of the participants.


2. Stages of Engagement:

   - Stage 1: Hiding Principle and Seeking Cover

   - Stage 2: Taking Precautionary Position and Approaching the Target

   - Stage 3: Arriving and Reaching the Event Location

   - Stage 4: Engagement with the Target (Active Shooter)

Detailed Stage Breakdown of Active Shooter


1. Hiding Principle and Seeking Cover:

   - Objective: Find a safe zone and avoid detection.

   - Scoring

     - Within 10 seconds: 10 points

     - Within 15 seconds: 8 points

     - Within 20 seconds: 5 points

     - More than 20 seconds or getting shot: Game over


2. Taking Precautionary Position and Approaching the Target:

   - Objective: Move to a safe position without being shot.

   - Scoring:

     - Within 10 seconds: 10 points

     - Within 20 seconds: 8 points

     - Within 30 seconds: 5 points

     - More than 30 seconds or getting shot: Game over


3. Arriving and Reaching the Event Location:

   - Objective: Land in the assigned area and prepare for engagement.

   - Scoring:

     - Within 5 seconds: 10 points

     - Within 7 seconds: 8 points

     - Within 10 seconds: 5 points

     - More than 10 seconds: Game over


4. Engagement with the Target (Active Shooter):

   - Objective: Engage and neutralize the terrorist.

   - Scoring:

     - Disarm opponent and arrest: 60 points

     - Opponent surrenders after running out of bullets: 50 points

     - Shoot the opponent in the head once or body four times to neutralize: 40 points

     - More than 6 minutes or getting shot: Game over

Players and Roles of Active Shooter


The simulation involves six players with specific roles:

1. Police Officer with Gun: The main player engaging the terrorist.

2. Police Officer with Shield: Provides cover for the main player.

3. Terrorist: Opponent player simulating the threat.

4. Control Room Police Officer: Monitors the situation and communicates with players.

5. Spectator 1: Observe from a car.

6. Spectator 2: Observe from a car.

Technology and Equipment of Active Shooter


The simulation uses a combination of VR and PC technology:

- VR Headsets: For immersive experience.

- Haptic Gun Controllers: These are for realistic weapon handling.

- PCs: For control room operations and monitoring.

Admin Workflow of Active Shooter


1. Admin Login: Access the dashboard to create a new game session.

2. Create Session: Set up the game session.

3. Device Allocation: Assign devices to players based on roles.

4. Launch Game: Start the game, with or without an introductory video.


Player Actions and Flow of Active Shooter


1. Preparation: Players take their positions and prepare their equipment.

2. Movement: Players move to safe zones and approach the target.

3. Engagement: Players engage in face-to-face shooting scenarios.

4. Reporting: Players report the outcome to the control room.


Scenario Endings of Active Shooter


The simulation can end in one of three ways:

1. Disarming and Arrest: Players disarm the terrorist.

2. Surrender: The terrorist surrenders after exhausting ammunition.

3. Neutralization: The terrorist is neutralized through shooting.


Assessment and Feedback


The control room officer assesses player performance based on reaction time, decision-making, and effectiveness in neutralizing the threat. Scores are given accordingly, and feedback is provided to improve future performance.
